Integrating “Open 1999” Data with Policy Making and Administration

Recently, Tainan City Government’s accomplishment on the “Open Government” policy received recognition. On June 7th, Chairperson of Tainan City RDEC Chao Ching-Hui was invited to the “Smart Administration and Creative Service” forum by the National Development Council. Chairperson Chao shared the experience of “Open 1999” project and presented the data received from this open service. Furthermore, Chao explained how these data help with policy making and how to understand what citizens desire. Many professors praised Tainan City’s creativity and courage to try out new things; and also encouraged RDEC to compete for the quality of service award with “OPEN 1999”.

Chairperson Chao explained how Tainan City Government started the planning of “Open 1999” since 2014 and how to divide service cases into 9 major categories and 33 sub-categories. Illegal parking problem, the most often reported type of case, is included as one major category this time. The Open 1999 website and Open 1999 Application also went live recently. Tainan City Government released all the case data and simplified the administrative procedure. With these improvements, case handle time has decreased from 2.9 days to 1.2 day. Also, releasing the API facilitated three different versions of application which is created by general citizens.

On the other hand, RDEC and the Bureau of Education has worked together to analyze total cases of OPEN 1999 big data from April to September, 2015, and the results have shown that most citizens reported parking violations. We have analyzed the roads where parking violation is prevalent and the correlations of the number and the demands for parking lots. After the information provided to the appropriate authorities, Bureau of Transportation has consulted the related materials and taken acute actions to ameliorate the parking problems. The data have also demonstrated that the number of traffic accidents has decreased after performing towing.

Another thing worth pointing out is the dengue disease containment process last year. Other than the handwork of every citizen, city government tried to gather data and share this experience with others. Combining with GOOGLE’s keyword search, Tainan City Government is able to create visualization map to identify empty houses and take proper chemical procedures.

Chairperson Chao stated that Smart Administration is to do proper risk management. With Big Data Analysis, city government is able to decrease the cost and risk of policy execution. Tainan City is the first city in Taiwan to integrate Big Data analysis with decision making. Many professionals praised Tainan City Government’s courage on integrating the latest technology into administration. Many professionals treated this as a sample of “technology administration” and hoped to see Tainan City Government utilized this even more.
