Tainan Sets Up a Model in Scientific Epidemic Prevention

The 2017 Taiwan Internet Trend Seminar (TITS) took place on Mar. 29. The Chairperson of RDEC of Tainan City Government, Chao Ching-hui, was invited as a keynote speaker to have a panel discussion with representatives from Taipei, Taichung, and Kaohsiung City Government. On the topic of “The Impact of Internet Innovative Application in Taiwan: From the Perspective of Human-Computer Interaction Development”, Chairperson Chao introduced the awards won in smart city fields, and shared the experience in scientific dengue prevention.

Chairperson Chao indicated that measures taken by Tainan City Government have won widespread recognition abroad, including elected as one of five smart cities in Glomo Awards 2017, and nominated as the Smart21 by ICF (Intellectual Community Forum). Tainan City government was invited to demonstrate six application aspects in the Mobile World Congress held in Barcelona.

Chairperson Chao also took the severe dengue epidemic in 2015 as an example to show how Tainan City Government transformed chemical control from carpet bombing to precise strike by analyzing real-time data. This countermeasure was proven effective in raising spraying coverage, shortening epidemic spreading duration, and reducing threat of dengue fever ASAP.

In the end, Chairperson Chao pointed out there will be a lot of sandbox industries that only very few of them might survive successfully; however, if failure is intolerable, successful innovation is unavailable. This is the challenge posed by current Government Procurement Act and audit system that the government will face up to when supporting innovative industries. The central government must modify related regulations to respond to the issues, the chairperson added.
