“Open government, Flipped Map” Citizen Participation in Public Affairs

To let citizens gain deeper understanding about civil involvement such as “Open government”, and citizen’s comprehension of the results of related policies, the Research, Development and Evaluation Commission (RDEC) has uploaded “Open Government - Tainan” clip on “I’m in Tainan” facebook fan page and “Vision of Tainan” Youtube channel. Tainan City Government intends to approach citizens in a witty way to root the concept of “Deliberated-Democracy” and “Civil Participation” into the daily lives of Tainan citizens.

RDEC noted that under the three principals – transparency, participation and cooperation, Tainan City Government implemented three policies: “Open data”, “Open services” and “Open decision making”, which all came with fruitful results. In regard to “Open data” policy, Tainan City Government has disclosed various government information, enabling citizens to utilize the data. The platform currently contains 637 data sets, 3,213 listed data, and accumulated more than 2.1 million visits.

In regard to “Open services”, Tainan City Government is the first to release “Open 1999” API, enabling government and private sectors to cooperate in developing Apps. Incidents can be reported through Apps to enhance public sector services, and achieve supervision. Three reporting APPs and a total of 80,756 cases were induced after the release; For instance, the application of “Tainan City Public Sewage Pipe Line System” in disaster prevention was of great use during the post-earthquake recovery in February last year.

In regard to “Open decision making”, this policy intends to give citizens the opportunity to participate in public affairs. Tainan City Government is the first to include citizens in urban planning, incorporating citizen’s opinions into the decision of the new municipal center location and “Feiyan New Village” development plan.

The process of engaging in public affairs will be different from now on as Tainan City Government invites all citizens to participate in public affairs to realize Tainan’s new vision.
