To encourage youth to engage deeply in public affairs and realize a shared vision of co-creating the city, the Tainan City Government’s Research, Development and Evaluation Commission (RDEC) held the “2025 Tainan Youth Public Participation Action Program” briefing session on April 11. The event was conducted in a hybrid format—both online and in-person—and drew enthusiastic participation from young people across Tainan.
The session not only provided a detailed explanation of the proposal application guidelines but also featured a special empowerment workshop delivered by Dr. Chiu Shih-Feng, Deputy Director of the Innovation Center for Industry-Academia Collaboration at National Cheng Kung University. His presentation, titled “The First Step of Action: How to Identify and Present a Great Proposal,” equipped participants with essential strategies for defining proposal logic and applying practical skills.
RDEC Chairperson Meng Chih-cheng, in his opening remarks, emphasized that Tainan has a long-standing tradition of organizing youth proposal competitions, which have accumulated a wealth of creative and diverse outcomes. This year, the initiative has been upgraded to a full-fledged “Youth Action Program,” aiming to transform youth from “idea proposers” into “action implementers.” The goal is to bring public participation from an abstract ideal into every corner of the city and turn it into a tangible force for change.
In his workshop, Dr. Chiu highlighted the importance of clearly defining the problem as the key to a successful proposal. He encouraged youth to start by immersing themselves in local communities—conducting site visits, interviews, and data analysis—to clarify root causes and stakeholder needs. He reminded attendees, “Don’t start from personal assumptions—start from the real world and identify what truly needs to change.”
The briefing was rich in content and filled with positive energy. Many participants expressed that they felt inspired and had gained valuable insights. The 2025 Youth Action Program offers up to NT$100,000 in funding per project. Proposal submissions are open now through April 28 at 12:00 noon. Eligible youth aged 18 to 40 who live, study, or work in Tainan are welcome to form teams of 2 to 5 people and submit proposals to bring their vision for the city to life.
