The National Development Council (NDC) announced the indoors of the 8th “Government Quality of Service Award” on April 28th. 68 government departments are nominated and 30 won the award. Three bureaus from Tainan City Government had been nominated and all became winners of the award.

Tainan City Government has put a lot of effort in enhancing service quality and building a good image. Through participating in NDC’s quality of service competition, city government let citizens feel the improvement of service quality. Tainan City RDEC has quality of service improvement plan every year and encourages well qualify candidates to participate in the NDC competition. Tainan City Government Local Tax Bureau (LTB), Tainan City Government Labor Affairs Bureau, and Tainan City Public Works Bureau demonstrated their special characteristics and strengths on their applications. First stage of the competition picked 49 departments out of 168. Second stage took place on March 21st, and March 30th when review committee performed on-site inspection. All of Tainan City Government’s nominees became winners when the win rate is only 17%.

The core values of the LTB are honest, efficiency and service. With the idea of “Friendly taxation, Customer first”, LTB broke their limit, put resources into good use, and did what other people won’t. LTB became the leader in taxation and carried out friendly and warm service. With the policy of “7 new services of Tainan Taxation”, LTB provides more convenient services to citizens.
The new services included “one card pass for tax and tax returns”, “call services”, “digital taxation education”, “new web taxation portal”, “better cooperation, better service”, “quality of service reviews” and “convenient taxation”. These services are created based on the need of citizens and hopes that it could provide more convenient services to citizens.

Labor Affairs Bureau (LAB) had planned the “Let the disadvantaged people find a job” project. They launched the first start-up platform—Showgirl Box Store& Sunny Shop —where the disadvantaged women and the disabled can sell their products; besides, they also set up a database which stored the info of the disabled so that they could create a new job fitting their condition. Finally, they collaborated with the labor union and other private resources to repair the disadvantaged labors’ home.
What is more, LAB established a public welfare platform where the public and the private sectors can integrate their resources and construct a mechanism, fulfilling the physical, social and safe, and self-actualization needs in several phases including life, career, and business venture. Via the platform, those who once needed help could earn their own living or even help others. LAB hoped this project can actually achieve their slogan “Let the disadvantaged people find a job”.

Tainan Public Works Bureau (TPWB) has launched the “Road-digging Management Project” to resolve the pot holes street problem. Through the revolution, they have improved the digging quality while decreasing the digging times. Inside the bureau, via simplifying the procedures, they have boosted the performance. Besides, TPWB also set up an SOP which can accelerate the handovers. After the project, the state compensation paid nothing toward this item, and the pioneering project was admired. In the “2014 public utilities data management system evaluation” held by the Construction and Planning Bureau, they earn the second prize. Furthermore, via applying the map data of the public tunes on disaster prevention, they earned the 2015 Taiwan Health- city and Age-friendly City - Innovation Achievement Award - Health and Safety Award - Urban Safety, which was first given to this motif. The quick control of the 0206 earthquake owed a lot to the project.

It was valuable that LTB, LAB, and TPWB stood out from the 168 bureaus and earned these top-ranking prizes. They will attend the awards ceremony held by National Development Council on May 13th, 2016. Under mayor Lai’s lead, the city government’s performance and achievements were admired by citizens. RDEC hoped all the bureaus and offices could take these three bureaus as the benchmark and to build a much happier Tainan
