The newest edition of “2017 Trade Exchange Quarterly” published by European Bank for Reconstruction and Development (EBRD) reported Tainan City’s smart city initiation under the topic of “Old City, Smart City, Green City”. The article described in details on how Tainan City Government collaborated with a mobile carrier to transform the antique city into an environment friendly city.

Aiming to spur business trades with countries receiving aids from ERBD, ERBD launched the Trade Facilitation Program (TFP), and publishes Trade Exchange Quarterly to report on developments of recipient countries. With a special column established, Trade Exchange Quarterly presents Taiwan to the world through the lenses of Taiwan. The article reported in depth on the approaches Tainan City Government took to resolve urban development issues by transforming into a city that coexists with nature.

Tainan City Government began to cooperate with FarEasTone in 2015 to promote smart city, and was selected as ICF’s 2017 Smart21. The article emphasized the exceptional progresses made, particularly the achievements made by launching a mobile commerce - “AlleyTainan”. Over 800 local stores signed up to the platform in 2016, and more than NTD 10 million of revenue was generated in that year.

The article also highlighted on how Tainan City Government dealt with extreme weather. In collaboration with FarEasTone, the Water Resources Bureau constructed a “water resource monitor and management system” to collect real-time information and distribute warning signals, which deeply enhanced the city government’s disaster management and recovery abilities. In addition, Tainan City Government will include the national goal of providing 20% of total power supply using renewable energy into its development objectives, and speed up relating projects to develop an eco-friendly city while incorporating both the essence of an antique city and technological developments.

The 6 flagship IoT (Internet of Things) and smart cloud-based services deployed by Tainan City Government includes “Smart City Operations Center”, “Water Resource Monitoring and Disaster Management”, “Intelligent Bus Operating System”, “CloudPlay Mobile Learning Program”, “Health Monitoring Stations”, and “AlleyTainan”. These services link government resources to enhance public service efficiency to solve various challenges.

Tainan will not only continue to advance these services, but also establish a platform to integrate all resources in the future to lead the utilization of smart application to spur business opportunities, and provide its citizens a comprehensive service.
